Commonly used Terms in City of Boulder Job Announcements:
Employee Groups
All City of Boulder employees belong to one of the six following employee groups: Management, BMEA, Police, Fire, Temporary, or Seasonal. Management, BMEA, Fire, or Police group positions are considered standard or standard fixed term. Please refer to the grade listed in the job announcement to determine the applicable employee group.
Management:
- All executive, supervisory, professional, and administrative employees "exempt" from overtime pay provisions under U.S. Fair Labor Standards Act (FLSA)
- Secretaries and certain other clerical/administrative positions "non-exempt" from FLSA overtime pay provisions
- No collective bargaining
- Eligible for insurance, leave, and retirement benefits
- May be full time or part time
- Standard or standard fixed term position
Boulder Municipal Employees Association (BMEA):
Most clerical, maintenance, technical, service, and other positions "non-exempt" under FLSA
- Collective bargaining
- Eligible for overtime pay per FLSA provisions and bargaining agreement
- Eligible for insurance, leave, and retirement benefits
- May be full time or part time
- Standard or standard fixed term position
Fire: International Association of Fire Fighters (IAFF) Local #900
- Commissioned fire suppression and prevention staff except Management command staff
- Collective bargaining
- Eligible for overtime pay per FLSA provisions and bargaining agreement
- Eligible for insurance, leave, and retirement benefits
- May be full time or part time
- Standard position
Police: Boulder Police Officers Association (BPOA):
- Commissioned police except Management command staff
- Collective bargaining
- Eligible for overtime pay per FLSA provisions and bargaining agreement
- Eligible for insurance, leave, and retirement benefits
- May be full or part time
- Standard position
Temporary
- A temporary position with a Management or BMEA counterpart;
- No collective bargaining
- Eligible for overtime pay per FLSA provisions(elected officials are not eligible)
- Eligible for PERA retirement benefits
- Not eligible for leave or insurance benefits, except for Workers' Compensation and life insurance offered to PERA members
Seasonal
- A seasonal hourly position in Parks and Recreation or Open Space Department
- No collective bargaining
- Eligible for overtime pay per FLSA provisions
- Eligible for PERA retirement benefits
- Not eligible for insurance and leave benefits, except for Workers' Compensation and life insurance offered to PERA members
Standard
An approved, budgeted position in Management, BMEA, Police, and Fire employee group
U.S. Fair Labor Standards Act (FLSA)
- Exempt - not eligible for overtime pay under FLSA guidelines
- Non-Exempt - eligible for overtime pay under FLSA guidelines
PERA
The Public Employees Retirement Association (PERA) provides retirement and other benefits to employees of the State of Colorado, all school districts except Denver, the judicial system, and numerous municipalities including Boulder, special districts, public health departments and other local government entities.
