Comprehensive Flood and Stormwater Master Plan

The Comprehensive Flood and Stormwater Master Plan is the policy that guides flood management, stormwater drainage (detention, retention and sewers), and stormwater quality in the city. City Council approved an update to the plan in 2004.

The plan was originally called the Comprehensive Drainage Utility Master Plan (CDUMP) and was first adopted in 1989. As part of the update, the name of the plan was changed to reflect the significant efforts involved with flood management.

Scope of the Update

We reviewed how well existing programs were working and set priorities to guide the future allocation of resources. The primary difference between CDUMP and the master plan update was in the level of detail provided for the associated capital improvement plans. Whereas CDUMP incorporated newly-created engineering plans that were essentially preliminary designs, the updated master plan does not provide this level of detail for future improvements. Instead, the current master plan reviews various policy alternatives and allows details to be developed at a later date.
