Business Assistance

The city’s Economic Vitality Program provides information and assistance to businesses in Boulder, including connections to useful resources.  Economic Vitality is a division of the Community Vitality department which also provides parking and access services and manages the Downtown, University Hill and Boulder Junction commercial districts. 

Licensing, Permits, and Taxes

Any business entity, organization or person engaged in business within city limits must have a City of Boulder business license. Other licenses may also be required. The city’s Tax and Licensing Division manages business licensing and sales, use and other taxes.  Building permits are issued through Planning & Development Services.

Community Newsletter

The city's Community Newsletter provides information about services, programs and events.  The bi-monthly publication is sent to all households in Boulder and copies are available a libraries and other city facilities.  Read the newsletter or sign up to have the next issue delivered to your inbox.

Business Incentives

The Flexible Rebate Program offers rebates of certain permit fees and taxes to eligible primary employers.  The new application and instructions are available online

Sustainability Programs for Businesses

Reducing waste, conserving water and making your business more energy efficient is good for the environment and for business.  The city's Climate and Sustainability Division and its partners offer Commercial Water and Energy ConservationWater and Wastewater Permitting, and Zero Waste resources.

Boulder Valley Comprehensive Plan Update

The Boulder Valley Comprehensive Plan is used by the City of Boulder and Boulder County to guide long-range planning, the review of development proposals and other activities that shape the built and natural environments in the Boulder Valley.  The plan is currently being updated.  .

Construction on the new Baseline Road Underpass Project is in progress.

Boulder Community Health Property (Alpine-Balsam) Project

In December 2015, the City of Boulder purchased the 8.8 acre Boulder Community Health hospital property west of Broadway.  It will take many months of gathering community input and planning before the current site is transformed. Learn more about the Alpine-Balsam project pdf.

Zero Waste Regulations

The Universal Waste Ordinance adopted by City Council in June 2015 requires businesses to use recycling and composting hauling services, provide properly-placed bins, display descriptive English and Spanish or image-only signs and train employees about which disposable items go where.
