Economic Vitality Program Updates

The Economic Vitality and Community Planning and Sustainability staff periodically provide reports to City Council on the status of current economic vitality projects and progress made on program goals, including business retention and expansion, business assistance and related service improvements, and financial incentives.

The Aug. 3, 2017 Information Item: Downtown Boulder Retail/Vibrancy Study pdf memorandum provided the background and proposed scope of work for a downtown Boulder retail/vibrancy study intended to provide recommended actions to maintain and enhance the appeal and economic vitality of Boulder's downtown in the face of a rapidly changing retail environment.

2013 Economic Sustainability Strategy

The Economic Sustainability Strategy (ESS), an integrated approach to Boulder’s continued economic vitality, was adopted by City Council at its Oct. 29 meeting. 2013 Business Incentive Programs Update

The May 7, 2013 Information Item: Report on Business Incentive Programs - Flexible Rebate and Microloan Programs memorandum provided a report on the city’s business incentive programs and includes a return on investment analysis on the 2011 Flexible Rebate Program and an update on the Boulder Microloan Program.

2012 Economic Sustainability Strategy Framework

The Dec. 18, 2012 Information Item: Economic Sustainability Strategy memorandum provided an update on the proposed framework and work plan for the Economic Sustainability Strategy (ESS).  

2012 Primary Employer Study Findings

At the study session, staff updated City Council on the preliminary results of the Boulder Primary Employer Study. The Aug. 28, 2012 Study Session - Boulder Primary Employer Study memorandum referenced findings from a report authored by the University of Colorado (CU) Leeds School of Business, Business Research Division (BRD), a survey conducted by the Boulder Economic Council (BEC) and four stakeholder meetings.  The memo included a profile of Boulder’s primary employers; identification of specific issues, needs and challenges of the city’s primary employees; and a profile of Boulder’s commercial and industrial space. 

2011 Economic Vitality Program Update

At the study session, staff gave a presentation that summarized the continuing work to promote economic vitality in the City of Boulder and discussed two key policy issues:  the city’s guiding principles for business retention and expansion and a proposed 2012 study of the needs of Boulder’s primary employers in relation to existing industrial and commercial space as a step toward development of an economic sustainability strategy for the city.  The Nov. 29, 2011 Study Session - Update on Economic Vitality Program pdf memorandum included attachments providing an update on the city’s business incentive programs, status report on several redevelopment projects, summaries of the 2011 Business Service Survey and 2011 Business Climate Survey conducted by the Boulder Economic Council, summary of input from commercial and industrial property stakeholders, overview of Economic Vitality Program partnerships and sponsorships, and summary of local economic data.
