When the Boulder Valley Comprehensive Plan is updated every five years, members of the community can request changes to the land use or area designations of properties and to policies and text. For this update, there were requests to change the land use or area designation for 30 properties and eight requests for policy and text changes.

Since December 2015, the Boulder City Council and Planning Board and the Boulder County Board of Commissioners and Planning Commission have been considering these requests. This consideration began with an initial screening of the requests, in which the approval bodies determined which requests merited additional study throughout 2016. The results of this additional study are available below under “past meeting information and links.”

The approval bodies are in the process of the final hearings, deliberations and votes regarding the requests. Please see the schedule below.

Throughout 2016, community members will have many additional opportunities to suggest policy changes and propose amendments to the BVCP in public hearings, open houses, social media and opinion polls, among others. Check back on Get Involved page for upcoming events and meetings.

Change requests and "two body" and "four body" review

Boulder's City Council and Planning Board and Boulder County's Board of County Commissioners and Planning Commission are responsible for changes to the comprehensive plan. Together, they are the four bodies in the four body review process. For details about the review process, please consult this FAQ Regarding the Change Request Process pdf or the 2010 plan.

Change requests that affect only the area within the City of Boulder, or Area I pdf, must be approved only by the Boulder City Council and Planning Board. Change requests that affect unincorporated Boulder County, or Area II and Area III pdf, must be approved by all four bodies. Policy changes that affect both the city and county must be approved by all four bodies.

The City of Boulder and Boulder County will host a number of meetings and engagement events this fall as the city and county review the land use requests in their jurisdictions. The Oct. 13 Planning Board and Nov. 1 City Council meetings will use the public feedback taken during this meeting. There will not be additional time for public comment during those two meetings.

Examples of land use changes include reclassifying the use designations of specific parcels from residential, business, industrial, open space and park, and public/semi-public to other land uses. Example of area map changes include service area contractions and minor changes to the service area boundary.
