Commercial Linkage Fees


In 2015 the city initiated a project to update the development-related fee studies to inform changes to the city’s development-related fees and taxes. The new fees became effective on July 1, 2017.  In preparation for and at the 2018 council retreat, several council members expressed interest in revisiting the fee level of the affordable housing commercial linkage fee.  In May 2018 council passed an ordinance revising the affordable housing commercial linkage fees, with a three-year phase-in from 2019-2021, and a new class of fees for public and civic uses.

2018 Milestones

May 2018: Ordinance 8247 implementing revisions to the affordable housing commercial linkage fee. 

2019 Planned Actions 

  • January:  First of three fee increases
  • Addition of Public and Civic uses fee category
  • Application materials and FAQ’s

Planned Actions Beyond 2019

  • 2020 and 2021 phase-in of fees
  • Continued monitoring and reporting
