University Hill General Improvement District (UHGID)

Overview

The University Hill General Improvement District (UHGID) was established in 1970 at the request of property owners who wanted to tax themselves to purchase land that could provide customers with two off-street public parking lots:

  • 4th Street & College Avenue (42 parking spaces)
  • Pleasant Street & 12th Street (68 parking spaces)

In 1985, the scope of what the district could fund was expanded to include:

  • Pedestrian and bicycle amenities;
  • Improvements to the attractiveness and convenience of the district;
  • Incentive programs to encourage alternative modes of transit;
  • Maintenance of any of the above facilities and improvements within the public right-of-way.

UHGID spans a three block area.

The city's Department of Community Vitality (DCV) is responsible for parking operations, maintenance and enforcement and public space maintenance of the UHGID commercial business area. The  DCV also  plays a significant role in marketing and economic vitality. Several organizations and agencies (such as The Hill Boulder) collaborate to ensure The Hill remains a thriving business district and a vibrant place to live.

Hill Commission

A five member University Hill Commercial Area Management Commission (UHCAMC)  appointed by City Council administers the business affairs of UHGID.

Monthly meetings are held on the first Tuesday of each month and offer residents an opportunity to voice their suggestions, comments and criticisms on any issues that fall within UHGID'S purview.

UHGID's Staffing and Duties

  • Two city staff members perform maintenance on the Hill seven days a week: 
    • On Saturday through Tuesday, there is one staff member on duty.
    • On Wednesday through Friday, there are two staff members on duty.

UHGID'S duties include:

  • Removing trash
  • Sweeping and occasionally power washing the sidewalks
  • Removing snow from the sidewalks
  • Removing graffiti from the public utilities
  • Cleaning Hill surface lots
  • Replacing banners
  • Decorating for the holidays
  • Maintaining pedestrian lights
  • Planting and maintaining flowers, monitoring trees.

UHGID is NOT responsible for:

  • Maintaining alleys
  • Removing graffiti from private property  (This is the responsibility of the property owner
    who, as per policy, may be fined if he/she does not comply.)
