Reliability Working Group I

Reliability is a combination of physical and process requirements to ensure that the system meets both federal and regional reliability requirements, as well as customer demands for uninterrupted service. Reliability is one of the project's highest priorities, since one of the goals of the municipalization process is to have equal or better reliability than Xcel.


Reliability analysis work includes evaluating the infrastructure requirements, upon establishment of the new service area/territory of a potential municipal electric utility, and processes need to meet the North American Energy Reliability Corporation's (NERC) standards. Considerations will include not only reliability in the operations and maintenance of the system but also in the delivery of power from suppliers. This may include everything from the staffing of line crews, to investments in capital infrastructure, to the need to provide system redundancy to customers.

The project team includes stakeholder experts in the area of reliability, as well as commercial customers who have significant reliability needs.


The goal of the working group is to help city staff identify what is required to meet the expected reliability requirements and associated costs. Considerations will include not only reliability in the design, operations and maintenance of the system, but also in the delivery of power from suppliers. 


The group met from November 2012 to March 2013.
