Boulder Shelter for the Homeless Seeks Neighborhood Input on Management Plan
Multiple opportunities available for public to provide feedback on homeless shelter management plan
Boulder Shelter for the Homeless (BSH) is beginning a Good Neighbor Process to:
- Inform residents of proposed changes to the BSH management plan;
- Get feedback from neighboring residents on the proposed changes and potential neighborhood impacts and mitigation strategies.
The BSH management plan describes how the shelter will operate, including hours of operation, and is a requirement of the land use approval obtained from the city for the BSH site at 4869 Broadway. BSH is the county-wide adult homeless shelter, providing emergency and transitional living shelter and related services.
On June 20, 2017, City Council approved the City of Boulder Homelessness Strategy. The strategy focuses on long-term solutions to homelessness, with housing the primary goal, and would require changes to the current shelter management plan, including:
- Allowing qualified residents to stay at the shelter year-round until permanent housing is located.
- Allowing qualified residents to be at the shelter during the day.
Qualified residents are moderate- and high-need clients that are longer-term local residents, unable to resolve their housing crisis without significant support. Residents are screened and assessed before acceptance at the Shelter through the new countywide coordinated entry system. This change is based on national best practices and policy to effectively address homelessness, stabilize residents with the most need, get them into housing more quickly, and reduce overall demand on emergency systems.
The City of Boulder will hold a public hearing on Sept. 19 at 7:00 p.m. in City Council Chambers on the proposed changes to the BSH management plan. The purpose of the public hearing is to discuss potential management plan changes and give community members an opportunity to provide feedback on the proposed changes. The council packet will be available on the city website Sept. 15.
Good Neighbor Meeting
BSH will host a Good Neighbor Meeting on Monday, Oct. 2, 2017 from 5:30-7:30 p.m. at the Shining Mountain Waldorf School Gymnasium located at 999 Violet Ave., Boulder, CO 80304. The purpose of this meeting is to provide an opportunity for business and residents near the Shelter an opportunity to provide feedback on the proposed management plan changes, impacts on the neighborhood and mitigation of impacts. Notification letters to surrounding residents, informing them of the meeting, will be mailed Sept. 8, 2017.
Neighbors also have an opportunity to get information, and provide online feedback, on the BSH website at https://bouldershelter.org/.
