Car-Free, 106-Unit Affordable Housing Project for Seniors Moves Forward

Car-free senior housing project could be a model for the future

A new affordable housing project for seniors in east Boulder has received preliminary approval from the city to move forward. A site review for the Academy Senior Living project at 1655 33rd St. was approved by Planning Board on Oct. 17 and was not called-up by City Council on Oct. 22, signaling council’s support of the project.  

The project, which will contain 106 permanently affordable rental units for seniors, may serve as a blueprint for future car-free living. The project proposal includes a robust transportation demand management plan to reduce dependence on personal vehicles. As part of their lease agreement, residents will not be allowed to keep a car on-site or store a vehicle in the vicinity.  

Proposed transportation demand management strategies for the project include a bike-sharing program, transit passes for residents and employees, shuttle service and an on-site car share with ten electric vehicles. Additionally, showers and changing rooms will be available for employees to support biking to work. Other planned amenities include on-site dining, a wellness center, fitness center, media room, gathering spaces and gardening opportunities.  

Key attributes of the project align with the city’s long-term transportation objectives. The no-personal-vehicle policy supports Boulder’s  Transportation Master Plan  (TMP) goal of decreasing emissions through reduced single occupancy auto trips and vehicle miles traveled. With nearly 30% of Boulder’s emissions coming from transportation, City Council’s recent adoption of the 2019 TMP underscores the city’s commitment to addressing the climate crisis. The TMP aims to reduce transportation-related emissions by 50% by 2030.  

The Academy Senior Living project will meet the city’s current  Inclusionary Housing mandate that all new residential development contributes 25% of the total units as permanently affordable housing. This project will also satisfy a portion of the inclusionary requirement for the approved senior living development at 311 Mapleton Ave.  

The Academy Senior Living project will now move through a staff review of technical documents for final utilities, architecture, landscaping and drainage. After this is completed a building permit for any new structures or site work can be reviewed.
