City Releases Call for Offers for 30Pearl Development

The City of Boulder released a Call for Offers for the last two parcels in the 30Pearl development project, located at 2360 30th Street. Quadrant 3 and Quadrant 4 North (Q3 and Q4N) are the final undeveloped portions of the 160-acre Boulder Junction district. 

Two parcels are owned by Boulder Housing Partners (BHP), the city’s housing authority, who are developing 120 permanently affordable rental apartments. The third will be developed as 76 market rate rental apartments with market and affordable commercial space. Once completed, approximately half of the housing units at 30Pearl will be permanently affordable housing.

BHP as Master Developer has completed the Form Based Code (FBC) review for the overall site design and utilities, as well as the subdivision and design of the buildings on Q3 and Q4N. Additionally, Q3 and Q4N are build-ready sites with completed parking and infrastructure.  

Q3 is located on the northeast portion of the 30Pearl site. This prime location borders Goose Creek and the Goose Creek multiuse path. Housing units will front onto Junction Park with easy access to the park, Junction Place and the historic train depot restaurant.   

Q4N is in the heart of the site adjacent to Junction Place on the east side of the property and is offered for development as a for-sale co-operative and/or co-housing community. The ideal offer would include for-sale homes with significant middle-income affordability; with 25 - 50% of the units being permanently affordable to households earning between 80% and 150% of the Area Median Income.  

A Question and Answer session will be held 3:30 to 4:30 p.m., Mar. 4, 2020 in the City Council Chambers, 1777 Broadway, Boulder, CO. Staff will be on hand from Planning & Development, Housing and Human Services, City Attorney’s Office, and Access & Parking.
