OSMP Master Plan Event Materials

A community workshop was held on March 18, 2019 to hear how community members would like to see the city prioritize its management of open space over the next 10 years. OSMP shared background information and asked community members to:

  • Help staff prioritize how taxpayer dollars are spent on OSMP management over the next decade as the department prepares for decreased funding. In 2020, open space sales tax changes will result in a 30-percent decrease in the amount of citywide sales tax dedicated to OSMP.
  • Help staff prioritize which strategies should be emphasized in the short term over the next few years; and
  • Commit to small things they as individuals can do to help OSMP staff achieve Master Plan outcomes. We can all make a difference!

OSMP held three community workshops in Fall, 2018. During the workshops, OSMP shared preliminary Master Plan outcomes and strategies for Master Plan focus areas. OSMP kick-started community conversations about desired results for city open space and how the city can achieve them by sharing staff-generated preliminary outcomes and strategies derived from recent community feedback, existing OSMP policies, and best practices in managing open space and public lands.

OSMP has prepared a series of documents to help kickstart community conversations around Master Plan budgeting and prioritization.

Community Involvement and Master Plan Outcomes: this includes information about the Master Plan process, how the community has been and can continue to be involved and the draft outcomes for four of the focus areas which were derived from community feedback, existing OSMP policies, and best practices in managing open space and public lands. 

Acquisitions and Financial Sustainability: this includes information about the City of Boulder’s legacy of investment in open space, OSMP’s current fiscal reality, desired outcomes for OSMP’s financial future and three potential scenarios for the future of OSMP funding.

Draft Master Plan Strategies and Guiding Principles: this includes Draft Master Plan Strategies for four of the Master Plan focus areas based on community and OSBT feedback, existing OSMP policies, and best practices in managing open space and public lands. These documents show which strategies have been identified as initial priorities by staff and provided an opportunity for community members to share their priorities at the community workshop. The Draft Guiding Principles also describe how work will be done across focus areas and strategies.
