Broadway-Poplar Pedestrian Improvements Project

The Broadway-Poplar Pedestrian Improvements Project (Broadway-Poplar Project) provided additional safety, accessibility and drainage improvements to the existing sidewalk, transit stops and roadway on the east side of Broadway between Norwood Avenue and the Lucky's Marketplace driveway south of Quince Avenue.
The City received requests from north Boulder residents for a pedestrian crossing to be installed at the intersection of Broadway and Poplar Ave to provide a safer crossing to existing sidewalk and transit stops on the east side of Broadway.
Project site visits also found sections of the existing sidewalk on the east side of Broadway had settled, the lack of curb and gutter on the roadway allowed runoff from the street to collect on the settled sidewalks, and transit stops at Norwood and Poplar did not meet Americans with Disabilities Act (ADA) requirements.
In 2016, the city's traffic operations work group evaluated the Broadway-Poplar intersection to understand if a traffic signal was warranted, and found that it was not. The report can be found here .
Recognizing those conditions made for an unsafe and uncomfortable walking experience, the city prioritized the project and began planning for construction to occur in summer 2017. Planning and design took longer than anticipated and construction was re-scheduled to occur in spring 2018.
The Broadway-Poplar Project provided the following improvements between Norwood Ave and the Lucky's Marketplace driveway:
- Construction of an on-street crossing with a rectangular rapid flash beacon and a new pedestrian refuge island on Broadway at Poplar Ave
- New curb and gutter for storm water drainage along east Broadway
- Reconstruct sections of the existing sidewalk on the east side of Broadway to improve storm drainage
- Transit stop improvements to meet ADA requirements
- New bikeable shoulder
- New light pole at the northwest corner of Broadway and Poplar
Planning and design began in winter 2016. Construction began in February, 2018 took one month to complete.
A site walk to discuss project improvements with residents in the project area was held on September 21, 2017.
An open house was held on May 22, 2017.
