Flexible Rebate Program
The Flexible Rebate Program encourages the growth and retention of primary employers in Boulder by offering rebates for primary employers who are looking to grow and expand within Boulder, provided they meet eligibility requirements and sustainability guidelines. Primary employers are defined as companies that receive at least 50 percent of their revenue from outside Boulder County.
Boulder City Manager Jane S. Brautigam is authorized to consider approval of rebates for certain building permit taxes and fees, as well as sales and use taxes paid on fixed assets, such as equipment. The 2018 Economic Vitality Program budget for this program is $350,000.

What is the Flexible Rebate Program?
The Flexible Rebate Program encourages the growth and retention of Boulder’s primary employers by investing in companies that are investing in Boulder. The city manager can approve certain tax and fee rebates for primary employers looking to grow and expand in Boulder, provided the company submits an application that demonstrates compliance with eligibility requirements and sustainability guidelines. For many companies, the program has served as a “tipping point” for their decision to stay in Boulder.
What can the program rebate?
The city manager can approve rebates for building permit taxes and fees paid to the city, as well as city sales and use taxes paid on fixed asset purchases. Companies only receive the rebate after submitting receipts for taxes and fees. The program covers taxes and fees paid during the program year and the subsequent two years. For example, companies applying in 2018 can request reimbursement for eligible taxes and fees paid in 2018, 2019, and 2020 up to the amount of the approved rebate.
What companies are eligible to apply?
Primary employers are defined as businesses that receive 50 percent or more of their revenues from outside Boulder County excluding hotels, motels, retailers and food service facilities. These businesses bring new revenue into the local economy and support secondary employers like restaurants, retail stores, services, and hotels. Applicants may be renovating new or current space or making investments in equipment or other fixed assets.
What are the sustainability guidelines?
Companies must demonstrate compliance with environmental, social, and community sustainability guidelines listed on the application form. Applicants have a choice of which guidelines to pick based on what best fits their company. Guidelines cover social sustainability areas such as health insurance, nonprofit support, and employee wellness. Community and environmental guidelines include areas of energy efficiency, waste reduction, and transportation.
How is the size of the rebate determined?
Several factors are considered in the review of a flexible rebate application. City staff conducts a return on investment analysis based on the application, considering the numbers of total employees and employees that live in Boulder, average compensation, and projected facility improvement and capital expenditures. Sustainability guidelines compliance is also reviewed. The approved rebate amount is determined by the city manager.
