Strategic Plans and Reports

The City of Boulder's Department of Human Services works to address homelessness in the city by partnering in the development and implementation of key strategic plans:

The City of Boulder Housing and Human Services Master Plan (MP)

The 2006-2015 MP identifies the roles of the city, guiding principles and priorities for the city in providing human services.

Boulder County Human Services Strategic Plan

This plan provides a framework for expanding coordination and partnership amoung Boulder County human services providers and funders.   It has a broad, systemic focus on social and human services delivery with particular attention paid to effective approaches to serving vulnerable populations including the homeless.

Boulder County Ten-Year Plan to Address Homelessness

This plan provides a blueprint for how Boulder County communities will work together to prevent homelessness, address issues that keep people in homelessness and create housing and supportive services needed to end homelessness.  It commits to seeking long-term solutions to homelessness in the community, while maintaining safe, appropriate emergency shelter for the community's most vulnerable residents.

Community Data

Annual Point-in-Time (PIT) Counts and Surveys

In January of each year, the Boulder service community collaborates with the Metro Denver Homeless Initiative and six other counties in the Metro Denver region to provide a "snapshot" of homeless individuals in our community.  This survey educates and raises awareness about issues.  Volunteers are always needed to help survey.

  • Count is conducted in communities across the nation.
  • 2014 Boulder County annual point-in-time count conducted January 27-31.
  • Report was made available in May, 2014.
