New Adult Homeless Services System Begins Roll Out Oct. 2

Those referred to the Shelter through Coordinated Entry will have the opportunity to stay in a reserved, ongoing bed while working with Shelter staff on a housing plan.

Homeless adults seeking services in Boulder will have new procedures starting Oct. 2. These changes are part of the City of Boulder’s Homelessness Strategy (Strategy) adopted by City Council on June 20, 2017, and a countywide partnership with Boulder County, the city of Longmont and community partners.

Goals set by the Strategy include:

  • Pathways to permanent housing and retention; and
  • Access to a continuum of services as part of a pathway to self-sufficiency and stability.

From Oct. 2 through Oct. 8, current Boulder Shelter for the Homeless (Shelter) residents and Bridge House Path to Home clients will be assessed through Coordinated Entry, which uses a common tool to evaluate housing and other services needs in order to efficiently match clients with a common set of resources.

From Oct. 1 through Oct. 8, until Coordinated Entry is fully deployed, other clients may go directly to the Shelter, located at 4869 N. Broadway, between 5 and 7 p.m. to receive overnight shelter services.

All clients seeking services will be able to access Coordinated Entry assessment starting Monday, Oct. 9.

The new procedures apply only to single adults.  Families and youth should continue to seek assistance through community providers such as the Emergency Family Assistance Association (EFAA) and Attention Homes.

Shelter Services
Beginning Oct. 9, those seeking Shelter services must first visit the new Coordinated Entry site, located at the Boulder County Housing and Human Services Department’s North Annex (Annex) at 3460 Broadway, Monday through Friday, 10 a.m. to 4 p.m., to be assessed for program placement. Coordinated Entry hours are anticipated to include weekends within the next few weeks. Those unable to access Coordinated Entry during business hours may be admitted to the Shelter or Path to Home temporarily if space is available, but must access Coordinated Entry the next business day before continuing overnight services.

The Annex, which is located along the SKIP and 208 bus routes, is the temporary Coordinated Entry location. A longer-term site providing both Coordinated Entry and Navigation services is anticipated to open in late 2017 or early 2018.

Shelter services will focus on assisting those with moderate to high needs to find a housing solution as quickly as possible. Those referred to the Shelter through Coordinated Entry will have the opportunity to stay in a reserved, ongoing bed while working with Shelter staff on a housing plan.

Shelter Management Plan
The new Coordinated Entry requirement is allowed within the Shelter’s current management plan. Proposed changes to the Shelter’s management plan will be discussed with Shelter neighbors as part of a Good Neighbor Process, and will not be implemented until completion of that process. Navigation services
Clients assessed with lower support needs can access Bridge House Navigation services through its Path to Home program. Through Oct. 8, Bridge House Path to Home beds will be available using current walk-up procedures. Beginning Oct. 9, Navigation overnight shelter space will be prioritized for those qualifying for services through Coordinated Entry. Navigation services are intended to eliminate or reduce time in homeless services for lower-need persons who may be able to resolve their housing crisis with limited, short-term assistance and shelter. Participants in these services will work with Bridge House staff to develop and implement navigation plans. Bridge House Navigation services include overnight sleeping space for up to 50 adults. Bridge House’s current Community Table program will remain in place.

Current Path to Home sites continuing as temporary Navigation shelters include:
Monday: Atonement Lutheran Church, Inca Parkway at Baseline Road, Bus 225
Tuesday: Boulder Mennonite Church, Broadway at Table Mesa, SKIP bus
Wednesday and Thursday: St. Andrew Presbyterian Church, 3700 Baseline Road, Bus 225
Friday: Atonement Lutheran Church, Inca Parkway at Baseline Road, Bus 225
Saturday: Announced weekly by Bridge House at boulderbridgehouse.org/path-to-home
Sunday: Congregation Har HaShem, 3950 Baseline Road, Bus 225

These sites open to clients at 6:30 p.m. Check-in for the night occurs between 7 to 10 p.m.
