Partnership for Affordable Housing Development Leads to New Location for Homeless Services

The city’s Division of Housing worked together with a Boulder-based LLC, composed of Don Altman, Roger Grow, Michael Bosma, Robert Haas and Jay Hebb, to purchase this site for long-term affordable housing

The property located at 2691 30th St., formerly Robb’s Boulder Music, is slated to be redeveloped into affordable housing, but not before providing a two-year home for the city’s Coordinated Entry for adult homeless services and the Bridge House Path to Home Navigation program.

The site was purchased by “2691 30th LLC” for $4.25 million with $2.2 million in funding assistance from the city. In addition, the city will invest $300,000 to complete health and safety improvements to the current building to allow for the Coordinated Entry service and accommodate sleeping for up to 50 clients in the Path to Home Navigation program, operated by Bridge House. The property will be leased to Bridge House for two years while the developer entitles the project for permanently affordable housing and secures the financing to develop up to 50 affordable housing units.

The city’s Division of Housing worked together with a Boulder-based LLC, composed of Don Altman, Roger Grow, Michael Bosma, Robert Haas and Jay Hebb, to purchase this site for long-term affordable housing.  The existing building will be leased for the next two years to the local nonprofit Bridge House. Following this interim use, construction on the affordable units will begin and is expected to house a variety of households and incomes, from previously homeless individuals to households earning up to 60 percent of the Area Median Income.  Andy Allison of Allison Management, a local affordable housing developer, is also associated with the project and helped facilitate the transaction.

“We have been looking throughout the community over this past summer to find a location for the Navigation and Coordinated Entry services, to support the recently adopted Homelessness Strategy,” said Kurt Firnhaber, deputy director for housing. “This site represents a tremendous partnership with a local developer to not only meet these needs, but to provide an opportunity for future affordable housing for very low-income individuals and households. These housing challenges can only be accomplished through partnership with the local development community.”

Coordinated Entry is a required assessment for individuals seeking homeless services in Boulder County in the new Homelessness Strategy. Depending on the needs of the individual, they will either be referred to the Boulder Shelter for the Homeless to receive comprehensive, longer-term support, or remain at the new center to participate in the Bridge House Path to Home Navigation program to create a plan to obtain independent housing. The new center is anticipated to open for client services in late 2017 or early 2018.
