2019 Updates to the DCS and Downloadable PDF
The Design and Construction Standards includes updated utilities chapters, effective as of June 20, 2019 and updated transportation chapters, effective as of February 6, 2020. Users can open as a PDF or in a web browser and use the contents or bookmarks menu to navigate to specific chapters.
Utilities Chapters of the DCS
The city recently updated the Design and Construction Standards. Parts of Chapters 4, 5,6, 7 and 9 were updated, along with related drawings in Chapter 11, to comply with the State of Colorado’s Municipal Separate Storm Sewer System (MS4) permit and update standards to represent current best practices and associated technical details. Changes are effective June 20, 2019, and all technical document review applications and permit applications submitted after this date will be required to comply with the updated version of the DCS. Any projects with completed applications for site review or form based code review that are submitted before June 20, 2019, will be allowed to continue through the process using the current DCS. Changes were adopted by City Council after staff held a stakeholder meeting (March 25) and presented to the Water Resources Advisory Board (January 28 , February 25), Planning Board (April 18), and City Council (May 7 and May 21).
Transportation Chapters of the DCS: 2019 Updates
The city completed phase I updates to the Design and Construction standards for transportation related changes in 2020. The changes were in response to several years of community concerns regarding current transportation related design and construction standards. Changes are effective February 6, 2020, and all technical document review applications and permit applications submitted after this date will be required to comply with the updated version of the DCS. Any projects with completed applications for site review or form based code review that are submitted before February 6, 2020, will be allowed to continue through the process using the current DCS. Transportation Phase II of the DCS: 2021 Updates
Phase II of updates related to the transportation chapters of the DCS will start in 2021. The purpose of the phase II update is to further align the standards with adopted policy and technical documents so private and public construction projects are designed and constructed using industry standards and guidelines for safety, mobility, sustainability and/or quality.
Staff provided an update on the scope of these changes to the Transportation Advisory Board (TAB) on November 9, 2020 and provided a written update to the Planning Board on December 3, 2020.
