Updated Development Impact Fees and Excise Taxes

The City of Boulder has a policy that new growth should pay its own way, which is articulated in the Boulder Valley Comprehensive Plan (BVCP).

In November 2016 the City Council approved increases to the development impact fees and excise taxes that help pay for new growth. Impact fees (or capital facility impact fee, or development impact fee) and Excise taxes ( or Development Excise Taxes or DET) are a one-time charges to fund capital improvements necessitated by new development. These fees and taxes help the city build new facilities, purchase equipment such as fire trucks, develop multi-modal transportation facilities and support affordable housing.  You can learn more about the updated fees and taxes process by visiting this page

Development impact fees and excise taxes are assessed at the time of building permit application. The updated fee and tax changes will go into effect on July 1, 2017. Below you will find the detailed rate increases. 

Key Changes include:

  • Elimination of the Housing Excise Tax
  • Realloction of the Development Excise Tax to fund transportation, removing the parkland portion (the total tax amount stays the same)
  • Increases of Impact Fees. Residential increase are on average $1.05/sq. ft., non-residential rates change from a decrease of $0.23/sq. ft to an increase of $2.52/sq. ft., depending on use. Nursing Home/Assisted Living fee increasees by $736.81 per bed, and Lodging fee increases by $3,802.11 per room.

Excise Tax Increase on Non-Residential and Residential Development

Those engaged in non-residential and residential development in the city shall pay the following excise tax per square foot of new or additional floor area:

Non-residential per square foot: 

Transportation: $2.48

For a new detached dwelling unit:

Transportation: $3,518.31

For a new attached dwelling unit or mobile home:

Transportation: $2,552.59
