University Hill Moratorium

City Council passed an ordinance that declared a moratorium on adding any residential units within the Business Main Street (BMS) district of University Hill until March 18, 2015. View the University Hill Moratorium FAQ.

Project Timeline and Process

Information Gathering, Issue Identification, and Targeted Outreach (completed)

September and October 2014
  • Develop interdepartmental staff team and refine the project work plan
  • Define scope of work and hire economic consultant
  • Develop communications and outreach plan, including online information and feedback options
  • Summarize the Key Issues and Results of Analyses related to:
    • BMS zoning district standards, uses, and boundaries and issues about how they currently function
    • Existing uses and square footages in the BMS district
    • What can and has occurred under existing zoning-- by right and by site review; and what has worked well/not worked well based on preliminary feedback from affected property owners
    • Peer city information about whether/ how other communities have addressed the issue
    • Economics of various uses and profitability and potential financial incentives to promote the city’s vision for the business district

Develop Preliminary Options and Get Public Feedback (completed)

  • Develop and analyze preliminary options
  • Vet options with stakeholders. This might include open houses, small group meetings, online discussions.
