Phase 2: Policy Refinement

What plan adjustments should we be considering?

The second phase examined what plan adjustments could be considered in each focus area and was largely an inventory and learning effort. TAB, and then Council, were asked to confirm that the work of the phase was comprehensive, that the approach to each of the focus areas was reasonable, and that the presentation provided the basis to move into the plan development work of Phase 3. This phase also consisted of a series of focused subcommittee discussions by the TMP Study Committee supported by white papers providing background information and policy options for consideration.

Results of Phase 2

Phase 2 provided comprehensive information on possible options in the four policy focus areas. The research produced a list of more than 70 funding mechanisms as well as an initial screening of which options would work best for Boulder. In this phase, the approach to multimodal corridors was refined, focusing more on how the different modes of travel work together and how land use design influences travel choices. Another product was a first draft of a Transportation Demand Management (TDM) Toolkit, listing options for improving how we manage the transportation system.

  • White Paper on Prioritization - To address the lack of a financially constrained element to the 1996 TMP, a prioritization effort was undertaken by staff and the Transportation Advisory Board in 1999.
  • White Paper on Funding Scenario - At the request of City Council, a series of modal emphasis scenarios at existing funding levels was evaluated.
