Bulk Water and Hydrant Meter Water Sales

 

The City of Boulder sells potable water in bulk at the Municipal Service Center located at 5050 Pearl St.  The City of Boulder does not take any responsibility for the quality of water beyond point of delivery or for any damages arising from resale or reuse of the water under the bulk water permit.

New in 2019! Changes are being implemented in 2019 to the city's bulk water program. Additional fees and conditions can be anticipated.

•Cash is no longer accepted at the Bulk Water counter at the Municipal Services Center. You must pay with check for hydrant meter deposits, key replacements and walk-in bulk water purchases. Metered accounts will be charged through the city's Utility Billing office, which can accept other forms of payment for monthly bills.

Monday - Friday, 8 a.m. - 2 p.m. Closed for federal and city holidays.
Bulk water service may be discontinued at any time, for any length of time, based on supply and demand of water to City of Boulder utility customers, or for any other reason deemed necessary by the city in its sole discretion. You can call ahead to ensure someone is available: 303-413-7101.

Prior to purchasing bulk water, customers must complete a   user permit form.

Walk-in customers who don't have a keyed account will need to fill out a form each visit and pay the $10 service fee, or apply for a keyed account. The number of keyed accounts is limited.

The number of keyed bulk water accounts is limited. For more information regarding the availability of keyed accounts, contact the Municipal Service Center at 303-413-7107.

Bulk water permits are active for one year and may be renewed up to 90 days before the expiration date. To cancel a bulk water account, customers must visit 5050 Pearl Street and drop off their water key.

Fees*

• Keyed bulk water account holders will be billed a service fee of $10/month, regardless of quantity used.
• Walk-in, non-account holders will be charged a $10 service fee for each use (checks only).
• Bulk water: Water is sold at $8.00 per 1,000-gallon increments. Non-account users that purchase less than 1,000 gallons will be charged the minimum $8.00. 
• Bulk water key: Initially free; replacements are $40.
• Replacement bulk water permits: $10 processing fee.

Individuals who wish to use a fire hydrant meter to purchase bulk water from the City of Boulder must first obtain a permit and pay the deposit. Applications can be found  here.

City hydrant meters are provided on a cart.  The cart cannot be altered or removed from the meter.  Backflow devices are included with the hydrant meter; these devices are required and cannot be altered or removed.  If freeze damage occurs to the hydrant meter, the meter must be returned to the city’s Municipal Services Center for repair.  The permit holder is responsible for the cost of any parts/labor associated with damages.

Permit holders must have a current Right of Way or Contractor's License to install or remove a hydrant meter. If no proof of license is provided, city meter technicians must be scheduled to install and remove hydrant meters and service fees will be charged.

Permits are active and effective for one year and may be renewed up to 90 days prior to expiration. Meters must be returned every 6 months to the Municipal Service Center for recalibration.

Meter Reading

Self-reported hydrant meter readings shall be provided to the city no later than the 10th day of the following month for billing purposes. Pictures of the hydrant meter dial must be sent to [email protected] via email. The city may request verification of meter readings in its sole discretion.

Fees & Billing

The permit holder shall pay a deposit of $2,400 per hydrant meter, refundable if the meter is returned in substantially the same condition of its issue within six months, and the permit holder has complied with all terms, conditions, and restrictions of the permit.

Deposit is required at the time of application. Payment will be accepted by check only. The deposit will be returned with any costs for damages and unpaid bills deducted. The value of unreturned items will be deducted from the deposit at the actual replacement cost plus 15%. Failure to return any or all of the permit-related items may result in fines in addition to the deposit forfeiture. The permit holder understands that the hydrant assembly and its appurtenances remain the property of the City of Boulder.

If unpaid invoices exceed the amount of the deposit, the customer will be invoiced for any outstanding amounts. If invoices go unpaid for more than 60 days, the city may reclaim the meter and revoke the right-of-way permit.

Water is billed at $8.00/1,000 gallons at 1,000-gallon increments.

Monthly service fees are $133.75/month if the service is within the City of Boulder limits and $200.63/month if service is outside the city.
