We are pleased to share the Discovery Report for Phase 1 of the Boulder Arts Blueprint, the city’s planning process to develop a new, community-driven vision for arts and culture in Boulder.
The Boulder Arts Blueprint will serve as a roadmap to guide the city's investment in and support for the creative sector over the next decade. This effort builds upon the 2015 Community Cultural Plan and is aligned with the Boulder Valley Comprehensive Plan and the city’s Sustainability, Equity, and Resilience (SER) Framework.
The Discovery Report summarizes the work completed in Phase 1, Step 1 of the planning process, which includes:
- A review of more than two dozen local and national policies, plans, and research sources
- Updated initial benchmarking against peer cities and cultural investment trends
- An initial budget analysis, including public funding across multiple city departments
- A summary of preliminary community engagement undertaken through focus groups, interviews, and site visits
- Early insights from stakeholder conversations and cultural equity priorities
This report is the foundation for the next phase of the Blueprint, which will include broad-based community engagement and the creation of a draft framework to reflect Boulder’s evolving creative landscape. Our goal is to ensure that this plan is both data-informed and community-led, and that it uplifts the voices and values of Boulder’s diverse cultural stakeholders.
