Bill Bower Park is a 1.7 acre park located in south Boulder featuring a playground, picnic tables and mountain views. Construction was completed in the fall of 2014.

Interpretive Area Donation

In July 2022, the Military Officers Association of America (MOAA) provided a proposal for a memorial display dedicated to Bill Bower. The proposal included funding for design and construction of the entire project.

June 2026 Update:

The Bill Bower Park Interpretive Area is a donation-based project sponsored by the Admiral Arleigh Burke Chapter (AABC) of the Military Officers Association of America (MOAA). The project goal was to include an interpretive display to honor Bill Bower’s service as a World War II military hero and active community leader who lived in the upper Table Mesa neighborhood for many years.


The donors, with support from the Parks Construction Team, installed the irrigation, planting beds, concrete flatwork, and interpretive feature footings this past fall. The interpretive sign and propeller blade sculpture were installed the first week in April to complete the construction of the donation. The donor, MOAA, held a private dedication on April 18.


Community members are invited to join a donor appreciation celebration hosted by Boulder Parks and Recreation in the park on July 13, 5-6 p.m. Staff will say a few words, and light snacks will be available.

October 2025 Update:

The donor-funded interpretive area at Bill Bower Park is underway. The donors confirmed full funding for the project’s design and construction. Project completion is anticipated in November.

September 2024 Update:

The central feature of the interpretive area will be a cast bronze interpretive plaque mounted on a metal pedestal. Artwork in the area will include a B-25 propeller blade, similar to the blade BIll Bower had prominently displayed in his yard. In addition, traditional turf will be replaced by hardy, pollinator-friendly trees, shrubs and ground cover. This project is sponsored by and funding raised through the Admiral Arleigh Burke Chapter of the Military Officers Association of America (MOAA).

Staff facilitated a project information meeting in the park on August 28. Approximately 15 neighbors visited with staff, donors and the consultant to learn about the proposed improvements. All the feedback we received in person was positive support for the project.

The approval was supported by previous efforts from MOAA, who shared their proposal with the community at the 2022 and 2023 neighborhood block parties and will attend again in 2024.

The next step will be securing the full donation funding for the project. Once secured, the consultant will complete construction documents, bid and then start construction. The overall timeline is dependent on donor fundraising efforts.

Construction is anticipated in spring 2025.

March 2023 Update:

Staff is working with the Military Officers Association of America (MOAA) to revise the donation proposal for a Bill Bower interpretive garden and plaque.

Once MOAA and staff have a proposal they are both comfortable with, staff will share the proposal with the community for feedback.
