Public Comment at PRAB Meetings

Thank you for your interest in speaking to the City of Boulder's Parks & Recreation Advisory Board (PRAB). The Board welcomes comments from community members on Boulder’s parks, recreation services and related city business.

To help staff plan the agenda and support all participants, PRAB kindly asks speakers to sign up in advance. Individuals who do not register ahead of time may still speak and can sign up at the meeting. Speakers who sign up at the meeting will be called after those who registered in advance are finished speaking.

Sign Up for Public Comment

Please submit the form by 12 p.m. on the day of the meeting. You will receive a confirmation email after registration is received. If you miss the deadline, you may still register during the meeting before the Public Comment segment closes. A virtual meeting link will be posted to the corresponding meeting webpage on the day of the meeting.

What to Expect at the Meeting

Members of the public are welcome to attend PRAB meetings in person or virtually. Individuals may speak for up to 3 minutes during Public Open Comment or during a scheduled Public Hearing. The public comment segment of the meeting begins shortly after the meeting starts.

Study sessions do not include public comment and are held virtually. A virtual meeting link will be posted on the corresponding meeting webpage on the day of each session.

Speaker Order:

  1. In‑person speakers registered in advance
  2. Virtual speakers registered in advance
  3. Speakers who sign up at the meeting

Board Response and Follow‑Up

Please be aware that the Board may not be able to respond directly to your comment during the meeting. However, your input is valued and helps inform PRAB’s guidance to staff over time. A summary of your comments will appear in the meeting minutes. You are welcome to follow up at a future meeting or by contacting PRAB members or department staff.

Meeting Decorum and Participation Guidelines

The City of Boulder has engaged with community members to co-create a vision for productive, meaningful and inclusive civic conversations. This vision supports the physical and emotional safety for community members, staff, City Council and board members and affirms democratic participation for people of all ages, identities, lived experiences and political perspectives. ​

The City will enforce the rules of decorum outlined in the Boulder Revised Code. Key expectations for PRAB meetings include:

  • ​All remarks and testimony must relate to city business.

  • ​Obscenity, racial epithets and any speech or behavior that disrupts or interferes with the meeting are prohibited

  • ​No participant shall make threats or use other forms of intimidation against any person

  • Participants must sign up to speak using the name they are commonly known by and must display their full name before being allowed to speak online

  • Only audio testimony is permitted for virtual participants at this time
