Boulder has joined communities across the country in the Welcoming America network, earning a 3-star designation as a Certified Welcoming city. This certification represents our commitment to creating a community that is inclusive to all people regardless of where they come from or how long they have been in our country.

Why does this matter?

Welcoming America is a nonprofit, nonpartisan organization leading a movement of inclusive communities that become more prosperous by ensuring everyone belongs. The organization – and Certified Welcoming partners, like Boulder – believe that all people, including immigrants, are valued contributors and vital to the success of our communities and shared future.

The organization’s Certified Welcoming program assesses communities and their local governments on their efforts to include and welcome immigrants in all areas of civic, social and economic life.

The Process

The City of Boulder applied for certification in August 2025, recognizing that the equity and belonging programs it offers, combined with a strong and trusted network of community organizations, are making a positive difference.

Welcoming America offers certifications that range from one to five stars. The city made a conscious decision to seek a 3-star designation. This shows our understanding that additional action and commitments are needed.

Throughout Fall 2025, the assessors learned about our programs and policies, considered the work of partner groups and institutions, and interviewed staff and community members. Some of the partners who participated include Intercambio, EFAA (Emergency Family Assistance Association), Boulder County Human Services, and more.

The assessment considered seven factors:

  • Civic engagement
  • Connected communities
  • Economic development
  • Education
  • Equitable access
  • Government and community leadership
  • Safe communities

The Findings

Boulder’s certification was awarded in December 2025.

Boulder meets all of the criteria for the 3-star Certified Welcoming designation across every framework area and demonstrates a well-resourced infrastructure for immigrant inclusion. Community engagement programs, a language access plan, and collaborative partnerships across local government, schools, and community organizations collectively contribute to meaningful pathways for participation, access, and safety for immigrant residents.”
