- The employer is responsible for ensuring the eligibility of each employee that receives an EcoPass. Eligibility is limited to current employees working in Downtown Boulder or University Hill. Un-paid, contract labor, and current CU and Naropa students are not eligible for this City of Boulder sponsored regional transit EcoPass.
