Buildings subject to an upcoming energy assessment deadline are identified in the Affected Building List published on the Building Performance Ordinance website. If a building is high-performing, it may be exempt from the energy assessment requirement. See the Exemption Reference Guide for more information on exemptions.
A Compliance Checklist for Complying with the Building Performance Ordinance Energy Assessment Requirement
Verify your Building is Affected
Understand Scope of Requirement
Affected building owners must perform energy assessments that meet or exceed the requirements listed in the table below per Standard 211 as published by the American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) in 2018.
Building Size | Energy Assessment Required Scope |
---|---|
Buildings < 50,000 SF | ASHRAE Level I assessment (currently offered by Xcel Energy) |
Buildings ≥ 50,000 SF | ASHRAE Level II assessment (NOT currently offered by a local utility) |
Select a Qualified Service Provider
The energy assessment must be completed by a Qualified Service Provider or through an approved utility program. To find a Qualified Service Provider, view the provider list on our website.
Currently approved utility programs include:
- Xcel Energy’s Business Energy Assessments – For ASHRAE Level I compliance ONLY
Manage Implementation Process
Although the qualified provider will perform the vast majority of the work required for an energy assessment, there are tasks that the building owner must perform for the process to be successful, such as providing whole-building energy consumption data, building and tenant-space access and relevant documentation.
Submit Report to City of Boulder
Once the assessment is completed, the final report must be submitted to the City of Boulder via the online submission form.
