Marijuana Business License Surrender Process

Initial Notice to Surrender

The Licensee must submit a Notice of Intent to Surrender Form their Marijuana Business License using the official online form.

Internal Routing for Approvals

Upon receipt of the surrender request, Licensing staff will route the request for internal approvals:

  • City Sales Tax Office
  • Environmental Impact Offset Fund (EIOF) – only for Cultivation Licensees

Premises Walkthrough Scheduling

Once all required departmental approvals are received, Licensing staff will coordinate with the city’s Marijuana enforcement officer to schedule a final walkthrough of the licensed Premises.

Outstanding Fees Must Be Paid

Fees Must Be Paid The surrender process cannot proceed until the Licensee has:

  • Paid all outstanding city Sales Tax obligations
  • Paid any due EIOF fees (for Cultivation Licensees)

License Collection at Walkthrough

During the final walkthrough, the Marijuana enforcement officer will:

  • Retrieve the physical City of Boulder Marijuana Business License from the Premises
  • Return the license to Regulatory Licensing staff

License File Update

Licensing staff will:

  • Record the official surrender date in the license file
  • Attach a scanned copy of the surrendered license to the Licensee’s record

Notifications to Relevant Departments

Upon completion of the surrender:

  • Licensing staff will notify the city’s Sales Tax office, EIOF (if applicable), and the Colorado Marijuana Enforcement Division (MED)
