Please Note: Licensees should check directly with State MED to inquire about their modification documents and fees. In addition, the building permits to construct the modification may not be filed by the licensee until the above modification documents and fees are filed with City Licensing. No MJ product or plants may be in the square footage added in a modification until city inspection approvals are complete and the licensee has a city approval letter from City Licensing.

Regulatory Licensing Application Packet Requirements

Below is the list of required forms and documents to submit a legally complete application packet. Forms with links will need to be completed and a pdf of the form will be emailed to you, please save these forms. Items without a link are attachments that you will create and provide. Once you have compiled the list of required documents, they will be uploaded in the Customer Self-Service Portal during the final step of the application process.

  • City Permanent Modification Application
  • "Before" general diagram - this diagram should describe the premise as it is now before the modification
  • "After" general diagram - this diagram should describe the premise as it will be after the modification
  • "After" security diagram - this diagram should show all new proposed security measures that will be in place after the modification
  • Amended Lease to add new square footage (if applicable) - the lease will need to be fully executed (signed) and should include mention of "marijuana business use" in the lease (not required if the square footage is not changing)
  • Landlord's letter agreeing to modification - letter on letterhead and signed by landlord agreeing to the permanent modification proposed by the licensee and which reconfirms that the city can enter the property for inspections of the premises

Apply & Pay Online

Log into your City of Boulder Customer Self-Service Account and create a request for your Marijuana License Major Modification. You will be prompted to upload the supporting documents and then pay applicable city fees.

Applications are assigned to Regulatory Licensing staff on Tuesday mornings.

Licensing Process

  • City Staff will submit your Zoning Form to Planning & Development Services for Zoning review. Please note if your location is unable to meet zoning requirements, the city will refund the Marijuana Business License Fee.
  • City Staff will begin processing your application and materials. You will receive an Application Review Sheet with important information.
  • Please ensure that you forward all documentation you receive from the State of Colorado Marijuana Enforcement Division to your assigned staff member.
  • Once approved and you have received your letter of completion from the building department, please contact your assigned staff member. You will then receive instructions for our online calendar to schedule all required inspections. You must pass all required inspections before your Modification Approval will be issued.
  • Once City Staff has received confirmation that all inspections have been passed and have received final State of Colorado Marijuana Enforcement Division approvals, your Modification Approval will be sent to the email address on file.
  • Please be aware that the inspection and one re-inspection are included in the application and licensing fees. Any additional inspections will incur additional fees per City Manager Rule.
  • Important information for adding water extraction to grows: Licensees may not begin the new MIP type of business before the change is approved by the City and the State, and before the premise is inspected by all required City staff. Please obtain written filing confirmation by city licensing and city building permits before proceeding with construction.
