The fund supports substance misuse prevention for Boulder youth.

The City of Boulder will open Substance Education Awareness (SEA) Fund request for proposals at 1 p.m. today, Thursday, Oct. 8, 2026.

The Request for Proposals (RFP) seeks applications from qualified entities to address the SEA Fund outcomes: prevent and reduce youth misuse of alcohol, cannabis, tobacco/nicotine or other drugs; and shift in community perceptions of risk associated with substance misuse, including the impact of alcohol, cannabis, tobacco/nicotine or other drugs on youth. The RFP is for program services for City of Boulder residents performed from Jan. 1 through Dec. 31, 2027, with the opportunity for renewal for a second year of funding from Jan. 1 through Dec. 31, 2028.

Applications for this fund round will close on Friday, Oct. 30, 2026, at 4 p.m.

The city anticipates awarding approximately $430,000 for the 2027-28 fund round to qualified community organizations through a competitive application process. Organizations that serve and are led by youth, historically excluded populations and people experiencing disproportionate risks for substance use are encouraged to apply.
