The suspect allegedly exposed himself to elementary students disembarking a school bus after he was arrested for Public Indecency in the morning and then released from Boulder County jail

The Boulder Police Department arrested a man twice on Oct. 19 after he allegedly exposed himself to a person near 20th and Pearl streets in the morning and to elementary school students getting off a school bus in the afternoon.

Just before 9 a.m. Oct. 19, officers responded to a report of a man exposing himself near 20th and Pearl streets. The person who called police said the man exposed his genitals to him and that he was concerned for the safety of children and women in the area. Officers contacted the suspect, identified as Charles Boswell, 47, and charged him with Public Indecency. He was taken to the Boulder County Jail, where he was given a future court date and released the same day.

At about 3:30 p.m. Oct 19, police received a report of a man charging toward a woman who was walking her dog near the intersection of Valmont and Airport roads, by Valmont Bike Park. The caller said the man had his fists raised and was yelling and very agitated. Other callers reported the man ran into the road and tried to kick oncoming cars, forcing drivers to swerve to avoid hitting him. The man then allegedly lifted his vest and pulled down his pants, exposing his genitals to elementary school students who were getting off a Boulder Valley School District bus at the location.

Officers from the Boulder Police Department and the Lafayette Police Department, along with Boulder County Sheriff's Office deputies, responded. Boswell was arrested a second time and charged with Public Indecency, Disorderly Conduct and Reckless Endangerment. He was taken back to the Boulder County Jail.

Boulder Police are working with Boulder Valley School District leadership to contact and identify the families of students who were on or getting off the bus and who may have witnessed this incident.
