The Boulder Valley Comprehensive Plan is a shared vision for how our community will grow, connect and care for this place we call home over the next 20 years.

Developed and adopted together by the City of Boulder and Boulder County, the plan reflects Boulder’s deep commitment to working collaboratively, thinking ahead and making choices that support people and the planet. It is rooted in the understanding that the decisions we make today will shape the Boulder Valley for generations.

Living our Values

One of the most powerful aspects of the plan is how climate action and sustainability are woven throughout. From land use and transportation to housing, infrastructure and natural systems, climate considerations are embedded within the plan. This reflects years of thoughtful collaboration, community input and careful balancing of priorities.

At its heart, the plan connects shared values to everyday decisions, such as where homes and jobs are located, how people move through the community, how we care for our resources and how we invest in the future. It brings to life a vision grounded in belonging, opportunity and long-term health for the Boulder Valley.

Climate and sustainability policies play a central role in advancing that vision, recognizing that environmental health, economic vitality and social equity are interconnected. Rather than treating these as separate areas, the plan intentionally brings them together to envision a healthy, inclusive and resilient community.

Nature as Infrastructure

Boulder Valley’s open spaces, wetlands, tree canopy and connected habitats support biodiversity, help cool our neighborhoods, absorb floodwaters, improve air and water quality and create spaces where people can connect with the outdoors. Caring for these systems strengthens environmental health and community well-being.

At the same time, the plan takes a close look at the built environment and its role in reducing emissions. By supporting connected neighborhoods, aligning land use with transportation and encouraging the reuse of existing buildings, the plan helps create a community where daily needs are closer to home. These kinds of choices can influence travel patterns, energy use and carbon emissions for decades.

Roadmap to a More Sustainable Future

Importantly, the plan acknowledges that sustainability often involves real tradeoffs. Housing affordability, environmental protection, mobility, economic vitality and community character all matter, yet don’t always align. The planning process created space for these conversations, bringing together city and county partners, technical experts and community input to shape policies that reflect shared values while allowing for flexibility.
