Parking & Access Permit and Eligibility Requirements
Current vehicle registration is required for all permit applications.
Applicants are required to provide a valid vehicle registration for all Parking & Access permits. Different states call vehicle registration by different names, including car tags. The City of Boulder will not be able to accept any permit application without a current vehicle registration card.
If the vehicle is registered to parents or a business, then a written notarized statement is required that must include:
- How the applicant and car owner are related
- The owner’s name, address and telephone number
- Vehicle plate number, vin number and make of car
- Note: If the vehicle is registered to a business or Trust, then the notarized statement must be on business/Trust letterhead.
An example of an acceptable vehicle registration card can be seen below. Proper vehicle registration does not include a vehicle's certificate of title, an image of your license plate or an image of your registration sticker.
- Completed Application
- Government Issued ID
- Proof of Residency* dated within the last 90 days: Utility bill, checking/savings account statement, Renter’s insurance, Property Tax payment receipt, Current Lease in its entirety signed by all parties. If the address associated with vehicle registration is the same as the address applying for the permit, no additional proof of residency is required.
- Current Vehicle Registration: Applicant’s name must be on the registration. If the vehicle belongs to a parent/grandparent or is owned by a business/trust, a written, signed, and a notarized statement is required stating the name of the applicant as the primary driver and their relationship to the owner. This statement must include the owner’s name, address, phone number, license plate no., VIN, and make/model of the vehicle. If it is a business vehicle, the statement must be on business letterhead.
Permits will not be issued to:
- Property owners or landlords who do not reside at an eligible address
- Property managers
- Owners or occupants of vacation or short-term rental properties
- Vehicles used primarily for commercial purposes (taxis, limos, etc.)
- Campers or trailers or motorhomes
- Business entities
- Business addresses or addresses used primarily for commercial purposes
*Proof of residency does not include:
- Mail that shows only a P.O. Box.
- Mail that shows only a service or billing address
- Handwritten or personal mail
- Car insurance
- Mortgage bill
- Mail that has a forwarding address/ Change of Address
- Credit card bill
- IRA account statements
- Checks or paystub
- Completed Application

- Proof business is in a NPP zone: current lease or Boulder County Ownership Tax report
- Colorado Unemployment Report
- A list of full-time employees (40 hours) and their license plate numbers.

- Copy of Building permit, Right of Way Permit (ROW), or Contract on Business letterhead, signed by all parties, if there is not a requirement for a Building or ROW permit.
