Project Overview

The East Boulder Community Center (EBCC) building is one of the city’s top energy users and an ideal candidate for a retrofit. The mechanical, electrical, and plumbing systems are outdated and not energy-efficient, but the building's structure is sound, making a retrofit a prime opportunity to reduce energy consumption and refresh the space.

This deep energy retrofit project involves updating these systems with modern, efficient ones and improving the building's energy efficiency, by installing wall insulation and new windows. This will reduce energy consumption and enhance the building’s performance.

The EBCC deep energy retrofit project aims to meet citywide sustainability, equity, and resilience goals. It will improve the facility’s cost-efficiency, meet current building codes, improve parking, and be more accessible with gender-neutral locker rooms. The project also enhances safety and emergency response.

The $53 million project is funded by the Community, Culture, Resilience, and Safety (CCRS) tax, a 0.3% dedicated sales and use tax for citywide infrastructure needs. Voters initially approved this tax in 2014, and it was extended in 2017 and 2021.

The EBCC deep energy retrofit project is part of Boulder Parks and Recreation’s Future of Recreation Centers project that plans for the future of these buildings/sites and our recreation system as a whole.

Community Engagement

Starting in Fall 2024, staff will ask our community about their priorities for indoor recreation activities across all 3 recreation centers. We will compare those desires with current and feasible levels of service and develop options for how we continue providing high-quality indoor recreation services for our community, as a recreation center system.

Using those recommendations, we will renovate EBCC and the East Age Well Center in starting in 2026, while advancing citywide commitments to sustainability, resilience and equity.

There will be changes to the facility and its amenities, and the community will have opportunities to participate in the discussion about these changes.
