Construction, Media Event, Special Activity Permit

These permits cannot be purchased through our online portal; however, they will be managed there. These permits are non-refundable.

In areas with metered & pay station parking:

  • All permits should be activated within our online portal during construction, media events, and special activities and be within proximity of the event but for no more than 10 hours in a 24-hour period.
  • Special activities include: weddings, funerals, bus loading and mobile medical facilities.

Digital Permits:

  • Are only issued in areas with pay stations and meters.
  • Do not reserve a parking space.
  • Allow for prepaid parking beyond a posted maximum time limit.
  • Must be active within our online portal during the hours of use.

Signs:

  • Are only issued in areas with pay stations and meters.
  • Secure a specific parking space, series of spaces, or an entire block.
  • Must be posted 24 hours in advance of project or event in paid spaces, and 72 hours in non-paid areas. Signs must remain posted through the project or event.
  • Must be used in conjunction with digital permit(s).
  • Sign Front(s) - Reserved area must be clearly stated.
    Sign Back(s) - Initials, date, and time posted.
  • Must be attached to existing City of Boulder street poles with string, wire, or plastic ties (not tape) and posted as to be seen by an ordinarily observant person.
  • Must not prohibit use or visibility of any pay station or meter

Deadline:

The completed application must be received a minimum of five (5) business days before the beginning of work.

Conditions and Regulations:

Under 4-18-8 B.R.C. Construction, Media Event, and Special Activity Meter Permits are provided through the City of Boulder.

Use of Meter Permits or Signs beyond the expiration date, as issued, constitutes a parking violation and may result in a fine/ticket, additional daily fees, and/or confiscation of these products. Parking & Access reserves the right to revoke Construction, Media Event, or Special Activity Meter Permit(s). 4-18-8(d) B.R.C. Parking & Access may place additional conditions and restrictions on eligibility for products, as well and will preserve the balance between keeping metered parking on public streets available to the general public and serve the needs of persons who have no practical alternative in carrying out activities without the capacity to reserve a particular parking space, or spaces, and which are reasonable and in the public interest. Materials may not be stored in reserved parking spaces unless specifically approved and verified by the Right-of-Way Department. Such additional restrictions shall be applied evenly to all persons similarly issued.

Meter Permits

Allow for pre-paid parking beyond a posted maximum time limit in a commercial district. Meter Permits do not reserve a specific parking space. To reserve a specific parking space, a Sign must be purchased along with a Meter Permit.

Signs

Reserve a specific parking space, a series of spaces, or an entire block. The area to be reserved must be clearly stated on the signs posted as to be seen by an ordinarily observant person. The sign must not prohibit the use or visibility of any pay station or meter.

  • Applicant must place signs 24 hours in advance of the reserved parking space date/time of the space(s)
  • Meter Permits and Signs should be used near the assigned location.
  • Meter Permits and Signs cannot be used at ½ hour or accessible parking meters. If ADA spaces are reserved, they must be relocated and signed through the Planning Department and ROW before the work is done.
  • You must read through the Instructions for posting No Parking signs.
  • To comply with towing requirements, the person posting the sign must initial, date, and timestamp the back of the sign.
  • Signs may be attached to city signposts using zip ties or a similar solution. Tape is prohibited due to residue.
  • Signs cannot be placed on trees, shrubbery, bike racks, or pay stations.
  • If no suitable surface is available for attachment, you are responsible for providing an appropriate support, such as an H-frame, wooden stake, or traffic cone with a wooden stake, to secure the "No Parking" sign.
  • A photo of the first and last sign placed is required to be emailed to parkingservices@bouldercolorado.gov.
  • Must be taken down after work is complete when the date and time have expired.

Fees

Products may be issued on a daily, weekly or monthly basis and should be used during the hours that meters are enforced. Fees are based on enforcement hours: 9 a.m. - 7 p.m., Monday - Saturday. All products are non-refundable.

  • Digital Permit: $20-$35 per space per day, depending on location.
  • Signs: $1.75 per sign.

Additional Requirements by Event Type

Construction

Construction-related activities of any person who, in the ordinary course or trade or business is engaged in the servicing, maintenance, construction, reconstruction, remodeling, or repair of buildings and other structures. Products may be used during such periods of time in which such person is actually and actively engaged in the construction-related activity, and within reasonable proximity to the place of service. There can be no storage of materials, tools, or vehicles.

Requirements: Copy of Building permit, Right of Way Permit (ROW), or Contract if there is not a requirement for a Building or ROW permit.

Media Event

Television, radio, musical, or other media-related events. Products may be used for parking a vehicle that is used as an ancillary facility for the production of an event that requires cables for sound or video connected directly from the stage, building, or event location to the vehicle; and during such periods of time in which such person is actually and actively engaged in the event, but for no more than 10 hours within any 24-hour period.

Requirements: A copy of the contract of filming/recording on business letterhead, that states the duration & location of the project or event.

Special Activity

Specific tasks within the course of trade, business, or activity which cannot be accomplished without a reserved parking space. Permitted uses include, but are not limited to, bus loading, mobile medical facilities, funeral vehicles, special events, or wedding vehicles. Products may be used during such periods of time in which such person is actually and actively engaged in the activity, and within reasonable proximity to the
activity location; but for no more than 10 hours within any 24-hour period.

Requirements: For POD or Storage Unit, applicant must provide a ROW Permit for no more than 10 days. For Landscaping & Moving Trucks, applicant must provide a copy of the contract between the company & the customer, on business letterhead, that states the location, duration, and signatures of all parties.
