In annexations, the Planning Board is authorized to make a recommendation to City Council. Under Table 4-1 in BRC 2-3-11, the Planning Board is authorized to make a “Recommendation only” and City Council is the “Decision Authority”. If Planning Board does not make a recommendation, City Council retains the legislative authority to consider annexation.
