City Issues a Request for Proposals for Engagement and Survey Consultant to Assist with Community Review of Draft Plan

In observance of the winter holidays, the City of Boulder is adjusting its operations schedules.
The City of Boulder today issued a request for proposals (RFP) for a consultant to assist with the next round of engagement, including a community survey, in the Reimagine Policing effort. Copies of the RFP may be obtained at www.bidnetdirect.com/colorado. RFP materials and updates will only be distributed electronically via Bidnet, and proposals will only be accepted via the Bidnet platform. Bidnet registration is free.
“In the next phase of our work, we will be presenting a draft plan, including recommended strategies, for achieving the vision our community has described for our police department,” Project Manager Wendy Schwartz said. “We understand how important it is to get comprehensive feedback from those who have participated in this process to date, as well as other community members who may be less aware of this work.”
The Reimaging Policing effort kicked off last year, and so far, has included several rounds of engagement. The community has identified the following focus areas for a master plan that will serve as a guiding document for the next three to 10 years:
The strategies presented in the draft report are reflective of, and designed to support, these areas of focus. The community has also helped shape a set of core values, which are detailed in the Summary Report of Engagement Window I.
The city is currently conducting a Learning Together phase to help the community gain better understanding of key issues around policing, and to respond to requests for more information from those who have participated in engagement to date. Responses to this Request for Proposal are due back to the city on Feb. 22, 2022.
