About Pam
Assistant City Manager
Pam Davis has served as Assistant City Manager for the City of Boulder since early 2020. Her career in local government has included city leadership positions in both Colorado and Arizona. As Assistant City Manager for Boulder, Pam supervises and supports the departments of Utilities, Transportation and Mobility, Open Space and Mountain Parks, and Climate Initiatives, along with the City Clerk’s Office and City Council programs. She also sponsors several cross-departmental projects and is the city’s first executive LGBTQIA+ liaison. Pam earned a Bachelor of Arts in Government from Smith College and a Master of Public Administration from Arizona State University, where she was a Marvin Andrews Fellow.
Pam is actively engaged with the local government management profession at the state and national levels as Executive Board Vice President for the Mountain Plains region of the International City/County Management Association, past board member of the Colorado City/County Management Association. She is also founder and Board President of CivicPRIDE, a national nonprofit whose mission is to advance inclusive local government by empowering LGBTQIA+ leadership.
