About Pam
Assistant City Manager
Pam Davis has served as the Assistant City Manager for the City of Boulder since early 2020. Her career in local government has included leadership positions in cities in both Colorado and Arizona. As Assistant City Manager for Boulder, Pam supports the Municipal Court, City Clerk and Records Office, and the Assistant to the City Council. She also facilitates cross-departmental projects, and is the city’s first executive LGBTQIA+ liaison. Pam earned a Bachelor of Arts in Government from Smith College and a Master of Public Administration from Arizona State University.
Pam is actively engaged with the local government management profession at the state and national levels as a board member of the Colorado City/County Management Association, a member of the International City/County Management Association, and an Advisor for CivStart. She is also founder and board chair of CivicPRIDE, a national nonprofit whose mission is to advance inclusive local government by empowering LGBTQIA+ leadership.
