BPD Blue Envelope Program

The Boulder Police Department offers the Blue Envelope Program to reduce miscommunication with individuals who have invisible disabilities.

Participation and Filling Out the Form

Voluntary program: No participant list or data storage.

  • You can get your Blue Envelope at the Boulder Police Department’s Records Lobby located at 1805 33rd Street, Boulder, CO 80301, Monday through Friday during business hours or you can have materials mailed to you (at no charge) by emailing BlueEnvelope@bouldercolorado.gov with your mailing information.
  • Fill out the form with as much or little as you want to share. The more information, the better for the first responder that receives it to help you.
  • Emergency Contact information will only be used with your permission. It may also be used if you are in a crash or medical emergency and are unable to respond.
  • Use the specific notes section for details about you. An example may be, “reads lips,” if you are deaf or hard of hearing. Another example may be, if you check “Other” and want to list “See details inside envelope,” that could include a DNR, helpful instructions for meltdowns, or details about medication allergies in the event of a crash or medical emergency.

How to use the Blue Envelope

With the police during a stop

Store the envelop in your vehicle glove box or center console or visor. It is recommended to include your insurance & vehicle registration. If you are stopped by police, have the envelope at start of interaction to hand to the officer or ask permission to get the Blue Envelope and wait for permission.

As a caregiver

You may also find this envelope helpful as a caregiver if you often drive individuals with invisible disabilities. This will help the officer understand any observed behaviors in the vehicle during a traffic stop. You may include extra information inside the envelope for the care of those individuals in the event you are in a crash or you suffer a medical event that prevents you from advocating on their behalf.

Other interactions

  • You can present it to Records staff when asking for assistance in that department.
  • You can tell a dispatcher to note to the responding officer that you have a Blue Envelope if you are calling for assistance.
  • You can give the envelope to a detective if you are victim of a crime being interviewed.
