Terms of Agreement

Under the Boulder Revised Code, 1981, a vehicle with a valid residential permit will be exempt from the NPP zone time limit restrictions where there is a Permit Excepted sign in the zone where the permit was issued. I understand that the permit does not exempt the permitted vehicle from all other parking restrictions or laws, or from restrictions posted on other NPP zones.

Abuse of any permit issued by the City of Boulder can result in the revocation of resident permits for up to one year.

The citywide ordinance states that a vehicle parked on the street must move every three days whether they have a permit or not. Boulder Revised Code (7-6-20(a)).

It is the applicant’s responsibility to notify Parking & Access of an address, email or phone change.

Vehicles parked in permitted locations at the owner’s risk. Articles left in the vehicle are at owner’s risk. The City of Boulder is not liable for damages caused by vandalism, theft, driver’s negligence or natural occurrence, and is not liable for personal safety.

It is the applicant’s responsibility to renew on time. Renewal will be mailed to the address or email provided on the application.

Renewal notices will be sent to the address or email provided on this application.

Renewals must be received by the renewal deadline.

Email renewals are sent at least seven days prior to the deadline.

NPP Permits (Residential, Commuter, Visitor, Guest, Mobile Vendor)

Vehicles without parking permits may park in an NPP zone up to the posted time restriction one time per day. After parking in a zone for the posted time limit, vehicles must leave the zone and may not park in that zone again on the same day.

Vehicles with NPP permits are exempt from NPP time limits but must abide by all other parking ordinances.

All products are issued on monthly basis and should be used during the hours that the NPP Zone is enforced. These hours are as follows:

Residential

Residents living in an NPP zone.

Vehicles with NPP permits are exempt from posted NPP parking restrictions.

NPP permit does not guarantee a parking space in front of the residence.

Chautauqua: Vehicles with NPP permits are exempt from posted paid parking requirements in the zone.

Permits Per Person:

  • Maximum of two residential permits per person for: Mapleton, High/Sunset, Fairview, University Heights, East Ridge, East Aurora, Columbine, Goss/Grove, University Hill, Whittier, West Pearl, and Park East Sq.
  • Exception: West Pearl, any property with over four units receives one permit.

Visitor

Two non-replaceable, optional visitor permits are available per unit.

Visitor permits are available for $5/permit.

Exception: West Pearl condos or properties containing more than four units will be limited to one visitor permit per unit. If visitor passes have already been issued, new ones cannot be issued until the following year.

Visitor passes are valid only while the visitor is on the residential premises.

Visitor passes shall not exceed 24 consecutive hours and are to be used within a one-block radius of the residence address.

Visitor passes may not be used by residents.

Chautauqua: Vehicles not displaying a valid permit 8 a.m. – 5 p.m. on Saturdays and Sundays (Memorial Day and Labor Day), including holidays, must pay for parking $2.50/hr (no time limit).

Guest

2 two-week guest permits may be issued per year for use by house guests of the property. Any guest permits requested beyond the two included will have an associated cost and are subject to additional restrictions.

Business

Business located with an NPP.

“Businesses” include non-residential institutions. Does not include home occupations.

Businesses may purchase up to three permits.

Larger businesses may apply for additional permits.

Commuter

Renewal payments may be made via the Online Portal, by mail, phone with a credit card, or in-person.

Please include your renewal notice number with your payment.

Permits are valid only on assigned block numbers.

Parking permit is available on a first-come, first-served basis.

Leasing a permit does not guarantee you a space on your assigned block number.

Parking & Access reserves the right to temporarily or permanently reassign any permit holder due to maintenance, construction, or reorganization.

Individuals and vehicles not following these conditions are subject to ticketing and/or towing (at the owner’s expense), and/or revocation of the permit for one year.

Parking & Access reserves the right to revoke a permit for non-payment or returned checks.

Permits are transferable only if the permit(s) is leased by a business or property manager and is part of the sale of that business or property.

Permits cannot be resold. Property owners or property managers may reissue permits to their tenants. Property owners or property managers may be required to submit a list of the tenants to whom permits were reissued. Permits cannot be reissued to for more than the permit fee.

Anyone suspected of permit transferring is subject to revocation.

Contractor

Maximum of two Guest Permits per month, per property.

$5 per permit.

Trinity Garage and Surface Lot Permits

Must be an employee of CAGID (Central Area General Improvement District).

Permits can only be used at the assigned location.

Permit parking is available on a first-come, first-served basis.

Leasing a permit does not guarantee you a space, nor does it guarantee you a covered space.

Without a permit, you will be charged the current parking rates. Permitted only locations not included.

Only one vehicle per permit may be parked in a garage or lot at one time.

Only one parking space is allotted per vehicle.

Parking & Access reserves the right to temporarily or permanently reassign any permit holder due to maintenance, construction or reorganization.

Permits not renewed by the deadline will be revoked and offered to the next person on the waitlist.

Individuals and vehicles not following these conditions are subject to ticketing and/or towing (at the owner’s expense), and/or revocation of the permit.

Any person or entity violating these conditions will have the permit revoked and will be ineligible to purchase another permit for one year.

Parking & Access reserves the right to revoke a permit for nonpayment or returned checks.

Cars are parked at the permitted location at the owner’s risk. The City of Boulder is not liable for damages caused by vandalism, theft, driver’s negligence or natural occurrence, and is not liable for personal safety.
