Panel Overview

The Xcel Energy Partnership Advisory Panel is key in advancing Boulder’s energy and climate goals. Since its formation in 2021, the panel has served as a bridge between the community and the city’s partnership with Xcel Energy by representing electricity and gas customers in Boulder in both residential and commercial sectors. Members review energy issues and project proposals, provide feedback on partnership initiatives, assess community impacts and make recommendations that benefit Boulder’s residential and commercial energy customers.

The Community Advisory Panel is not an official city board or commission.

Panel Member Biographies

Atreyee is a chef, climate scientist and geochemist, a freelance science writer and waste management enthusiast with more than 10 years of experience in these fields. In 2021 she and her husband, Ritayan, cofounded Hundy’s - a small food company in Boulder to bring slow-cooked family recipes from their hometown, Kolkata, to the grab-n-go selection here in the U.S. While building their business, she has been supporting other small businesses through extreme weather events and power outages.

Justin is Regulatory Consultant at Current Energy Group and previously served on the city’s Environmental Advisory Board. He brings the experience of a south Boulder single-family homeowner and will also be able to lend his expertise in state and local energy policy and regulation.

Arlo has been a renewable energy developer for more than 20 years, with deep experience in wind, solar, battery energy storage, and transmission. Having lived in Boulder for more than 10 years, he is very interested in applying his deep expertise in energy issues in ways that benefit his local community.

George brings both the perspective of a long-time resident and as a landlord to the panel. He also lends his project management skills and experience in community outreach and communications having worked for the Census Bureau and Boulder County Elections.

A veteran and leader in the systems engineering field, Pat brings the perspective of a residential technology adopter, having undertaken the decarbonization of his own home. From the Gunbarrel area, Pat lends his leadership, collaboration, and engineering expertise to the panel.

Stephanie brings both her experience working on load management for the energy industry and as a renter and now homeowner in Boulder. Stephanie lends her perspective on influencing utility customer behavior and driving technology adoption, and as a tenured Boulder renter/homeowner to the panel.

As the founder of HOMER Energy and a long-time leader in distributed energy, Peter brings both his technical expertise and experience as a successful small-business start-up to the panel. Before launching HOMER, Peter worked at the National Renewable Energy Labs for 17 years. Both a long-time resident and globally recognized expert, Peter will help the panel as it synthesizes input it receives from the energy working groups that will also be supporting the partnership.

Amanda serves as the Site Facilities and Data Center Manager for Kyndryl. Amanda brings the perspective of a large commercial customer to the panel and lends her expertise in leading energy efficiency initiatives, space and infrastructure deployment, vendor stage management, client support, physical security, and outage management.

Wayne brings the perspective of a long-time homeowner and technology adopter. Wayne also volunteers his time as coordinator of the Boulder U-Fix-It Clinic, in partnership with Eco-Cycle and the Boulder Public Library, and will lend his experience engaging with diverse community members.

Claire has a bachelor's degree in environmental engineering with a focus on sustainable energy and works for the Rocky Mountain Institute on carbon-free electricity development. As a renter, she has also experienced firsthand how difficult it is for renters to navigate full home decarbonization.

With nearly a decade’s experience working at Xcel Energy on the Resource Planning, Corporate Strategy, and Corporate Development teams, his most recent role involved leading efforts to transition retiring coal power plants towards clean energy solutions. Brock now works in data center and network development while running his family farm in Boulder County. As such, he brings energy expertise and commitment to community engagement across sectors, including the agricultural community in and around Boulder.

Julie represents multi-family unit HOA home owners and is a long-time Boulder resident and leader in advocating for energy consumers. Julie previously served as a member of the Energy Future Communication and Engagement Working Group, where she offered her expert advice to help the city improve its efforts to inform and involve the community in its municipalization efforts.

Ongoing Members

As the Associate Vice Chancellor for Facilities Management at the University of Colorado Boulder, Brian brings decades of experience in facilities, utilities, and energy management. Brian will represent the partnership opportunities and priorities of the university to the panel and lends vast experience in energy and utility operations and leadership in sustainability.

As Assistant Superintendent of Operations for the Boulder Valley School District, Rob oversees facility management and capital improvement planning and construction. He also furthers the district’s sustainability goals by leading efforts in energy management, green building, and alternative transportation.

Dr. Ghita Carroll has a Ph.D. in Renewable Energy Policy from the University of Colorado Boulder and is the head of Sustainability and Energy for the Boulder Valley School District. She is also a strong leader in sustainable development, energy efficiency, environmental education, indoor air quality and outdoor learning.

Also, a former state representative, Jonathan currently serves the Boulder community as the Senior Director of Policy Programs at the Boulder Chamber of Commerce. His advocacy is aimed at driving meaningful change towards a vibrant, inclusive city.
