City of Boulder employees make a difference to those who choose to visit or live in our city each year. The Human Resources department provides services that support employees as they grow their careers, navigate life's changes, and go the extra mile for our community and one another.

The HR Team contributes to the city’s high-performing organization framework through its strategic partnerships, service delivery and business operations. HR collaborates across the city to help plan strategic initiatives and make sound resourcing decisions about the city’s most valuable asset - its people.

Consulting

The city’s department directors and their management teams turn to HR's Consulting team to help meet the unique needs of employees. HR consulting includes leadership coaching, change management, talent acquisition (hiring and recruitment), performance management, learning, and employee relations and investigations.

Labor Relations

The Labor Relations team oversees activities related to the city’s three labor unions: Boulder Municipal Employees Association (BMEA), Boulder Police Officers Association (BPOA), and International Association of Fire Fighters Local #900 (IAFF).

HR Systems and Operations

The HR Systems team oversees maintenance and enhancement of our people systems. The Operations team coordinates many day-to-day employee management needs, such as position management, hiring, and onboarding. New hires to the city meet the Operations team at New Employee Orientation and at other citywide staff events.

Total Rewards

Total Rewards develops citywide rewards strategies and policies to attract and retain talent.

The Compensation team manages the city’s classification and compensation program through the delivery of expert analysis that ensures equitable and externally competitive total compensation.

This Benefits team manages the selection, renewal and administration of the City of Boulder’s comprehensive benefits program. The city offers medical, dental, vision, life insurance, voluntary supplemental products, discounts and more for eligible employees and their dependents. The team also provides retirement resources, leave management and an award-winning Well-Being program to support employees in improving their overall mental, emotional, financial, physical and vocational health.
