Notice of Nondiscrimination

The City of Boulder, Housing and Human Services Department (the “HHS”) gives public notice that it is committed to assuring full compliance with, and is prohibited by law from violating, all civil rights provisions of federal statutes and related authorities that prohibit discrimination in programs and activities receiving federal financial assistance. These laws include but are not limited to Title VI of the Civil Rights Act of 1964 ("Title VI"), the Civil Rights Restoration Act of 1987 (P.L. 100.259), Section 504 of the Rehabilitation Act of 1973, Title VIII of the Civil Rights Act (the "Fair Housing Act"), and the Age Discrimination Act of 1975, as amended. The DOH does not, on the grounds of race, color, national origin, sex, handicap, age, marital status, religion or familial status, discriminate against persons in the provision of its programs, services or activities.

Language Access

HHS provides language access services at no charge to people who have limited ability to read, write or speak English and wish to utilize services, programs or activities offered by HHS. These services include interpreters and translation of documents or portions of documents. For assistance with language access call 303-441-3231 and ask to speak to the HHS Title VI Coordinator.

Fair Housing

The Fair Housing Act is a subsection of the Civil Rights Act of 1968. As amended, the act prohibits discrimination in the sale, rental, and financing of dwellings, and in other housing-related transactions, based on race, color, national origin, religion, sex, familial status, and disability. Title VI Civil Rights Act of 1964

Title VI of the Civil Rights Act of 1964 requires that no person in the United States of America shall, on the grounds of race, color or national origin, be excluded from participation in, be denied the benefits of, or otherwise subjected to discrimination under any program or activity provided by the recipient of federal assistance. Complaints must be in writing or provided verbally within sixty (60) days following the date of the alleged discriminatory act or decision.

Americans with Disabilities Act & Section 504

In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA") and Section 504 of the Rehabilitation Act of 1973, HHS will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.


HHS will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in HHS programs, services, and activities, including qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing, or vision impairments.

Reasonable Accommodation  

HHS will make upon request, reasonable accommodation to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services, and activities. For example, disabled individuals with service animals are permitted in HHS offices, even where pets are generally prohibited.

Anyone who requires an auxiliary aid or service for effective communication, or a reasonable accommodation of policies or procedures to participate in a program, service, or activity of HHS, should call 303-441-3231 and ask to speak to the HHS ADA Coordinator as soon as possible but no later than 48 hours before the scheduled event. Neither the ADA nor Section 504 of the Rehabilitation Act of 1973 require HHS to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.
