City of Boulder Announces Independent Police Monitor Finalists and Invites Community to Participate in Candidate Forum

The Independent Police Monitor works in the city manager's office to support transparency, accountability, community engagement, and best practices in policing. The position receives and reviews complaints, and works with the police oversight panel, the Boulder Police Department and other city leadership to improve the performance of Boulder police.

Finalists for the independent police monitor are:

Sherry Daun currently serves as the Director of Investigations for Chicago’s Civilian Office of Police Accountability (COPA). Prior to her current role, Sherry was a Supervising Investigator for COPA and its predecessor, the Independent Police Review Authority (IPRA) and an Investigator III for IPRA. She holds a Bachelor of Science in Sociology and Social Science with minors in Psychology and Philosophy from the University of Wisconsin and a Juris Doctorate from the University of Chicago Law School.

Chris Duerr currently works as a Freelance Producer, Researcher, and Writer for Film, TV, and Podcasts. Prior to his current work, Chris spent 17 years with the New York City Civilian Complaint Review Board (CCRB) with the last three years as Deputy Executive Director and Chief of Investigations. He also served the CCRB as a Deputy Chief of Investigations, Investigations Supervisor of the Administrative Prosecutions Unit, Supervisor of Investigations, and Investigator. Chris holds a Bachelor of Arts from the University of Michigan.

Tonya McClary currently serves as the Police Monitor and Director of the Dallas, Texas Office of Community Police Oversight. Prior to her current role, she served as the Chief Monitor for the New Orleans, Louisiana Office of the Independent Police Monitor, an Assistant Public Defender in Texas, and a Circuit Court Chief for the Maryland Office of the Public Defender. Tonya holds a Bachelor of Arts in English and African American Studies with a minor in Psychology from the University of Maryland, Baltimore County and a Juris Doctorate from the University of Baltimore School of Law.

Dwight White currently serves as the Inspector General for the City of Sacramento. Prior to his current role, he was an Investigator for Chicago Mercantile Exchange (CME Group) and an Investigator for Chicago’s Civilian Office of Police Accountability (COPA). Dwight holds a Bachelor of Science in Cyber Security from DePaul University and a Juris Doctorate from the University of Chicago School of Law.

A candidate reception will take place on Tuesday, July 11, from 5 – 5:30 p.m. at the Penfield Tate II Municipal Building, 1777 Broadway. A candidate forum will begin at 5:30 p.m. and end at 7:30 p.m. The forum is in person with an option to participate virtually. Each candidate will introduce themselves and following introductions, the moderator will ask the candidates questions submitted by community members. Community members can submit questions in advance online at https://bldr.fyi/police-monitor or during the forum.

Interpretations into Spanish and American Sign Language will be available in person. For more details visit the event page.
