The City of Boulder Housing and Human Services Department has released the Human Services Fund (HSF) 2025 Request for Proposals (RFP) for community-based human services programs.
The city anticipates awarding $2.1 million in funding in 2025 to qualified community organizations through a competitive application process. HSF provides programmatic funding in areas such as increased economic stability, mobility and resilience; increased ability for people to obtain and maintain housing; safe environments for people with diverse identities; increased positive physical, mental or behavioral health and wellbeing, and increased healthy behaviors. This work and the application process are a collaborative effort between the City of Boulder, City of Longmont and Boulder County Community Services, and City of Lafayette.
Past and current HSF grants benefitting low-income community members include those for financial stability, academic support, early child development and childcare, health care, legal services for immigrants and domestic violence survivors, programs for LGBTQ community members and older adult services. Additional information about past HSF grant recipients can be found on the city’s Competitive Grants dashboard.
The 2025 fund round offers both single-year and multi-year application options. Agencies interested in applying for multi-year funding (for calendar years 2025, 2026 and 2027) must meet eligibility criteria described in the RFP.
Applications are due by 4 p.m. on Monday, August 26, 2024, and must be submitted electronically using the Foundant grant management system. No paper or late applications will be accepted. To apply for the 2025 fund round, visit the Human Services Fund webpage. The RFP document contains registration links for applicant informational sessions and one-on-one meetings with city staff.
Applications from organizations that serve and are led by historically excluded populations are encouraged to apply. For more information, please email Markisha Key-Hagan at key-haganm@bouldercolorado.gov.
