A new online application system makes special event permitting more convenient, efficient, and transparent 

The City of Boulder will unveil a new online system for the public to submit and receive permit applications for special events later this month. The implementation of “Eproval” by the City’s Office of Special Events is designed to improve the customer experience by making the permit process more efficient and transparent.  

A special event permit is required for any organized activity that incorporates the use of a City public street, right-of-way and/or public property. While there has been a substantial change in how public events like festivals and farmers markets occur due to the COVID-19 pandemic, this new process will streamline all permit requests. 

With a focus on customer service experience, “Eproval” provides the public with a real-time status throughout the application approval process, while also saving considerable staff time and energy by reducing the need for paper, in-person meetings and separate email communications. All communications are documented within the “Eproval” cloud-based platform, providing a secure, transparent, and timely online application and review process. 

“Eproval” will replace the current SharePoint platform and allow for expansion and adjacent permitting for film, advocacy and other permitting opportunities with the public.  This system was also beta tested with local event organizers and city partners providing valuable feedback and support. The city is very excited to be working with “Eproval” and looks forward to providing this important service to customers by the end of February.   

Applicants may log in and see where their application is in the approval process at any time. The online application has also been designed to help event organizers comply with local, state and federal codes, laws, policies and regulations governing activities associated with the production and management of special events. Currently, all special events must comply with public health orders related to COVID-19. Transitioning away from paper permit applications reduces unnecessary waste and helps the city make progress toward its Zero Waste goals.
