Civic Area Development Partnership Forum

The 2015 Civic Area Plan envisions the East Bookend and its surroundings as the heart of a vibrant hub - one that connects urban living with active recreation, dynamic commercial spaces and iconic Flatirons views. The City of Boulder is in the early stages of exploring a potential public-private partnership to help realize this community vision.

Based on the approved process presented to City Council in the April 17 meeting for the development of East Bookend and building on research and engagement conducted since then, the city is taking an initial step and hosting a Civic Area Development Partnership Forum later this month. The intent of the forum is to share an overview of upcoming opportunities and engage in dialogue with interested parties. Invitees include local developers and others who might be suitable partners to reimagine Boulder’s urban core.

Following the forum, the city anticipates releasing a formal Request for Interest in late 2025, with potential partner selection expected in 2026. The Civic Area Development Partnership Forum will be held virtually on Wednesday, Oct. 29 from 1 to 2:30 p.m.

The project team will present the Civic Area concept plan at the City Council Study Session on Thursday, November 13.
