City of Boulder Solar Programs and Strategies

  • City of Boulder Solar Strategy: A guide for the city organization on the most effective tactics to maximize solar uptake, create opportunities for under-served populations, increase local renewable energy generation and support economic vitality and a resilient community
  • City of Boulder Solar Grants: Funds generated by the City of Boulder's Solar Rebate Ordinance are used to provide grants for the installation of solar electric and solar thermal (hot water) systems for qualified applicants.
  • City of Boulder Solar Tax Rebates: Funds generated by the City of Boulder's Solar Rebate Ordinance are used to provide grants for the installation of solar electric and solar thermal (hot water) systems for qualified applicants.
  • Energy Conservation Codes: The city's energy codes encourage on-site solar installation. The 2017 code mandates solar-ready requirements. In the 2020 code, at least 5% of commercial building energy use be supplied by on-site renewables for new construction.
  • Generation Solar: The generation solar project brings solar panels to 14 city facilities by June 2020.

  • Solar in City Facilities: More than two megawatts of solar power is generating renewable energy and reducing operation costs at 19 City of Boulder facilities.
  • Solar Gardens: Community members with low incomes often spend more than 8% of their incomes on energy costs to heat their homes and provide electricity to their households. The city and its partners are developing solutions for income-qualified participants to bring down energy costs through subscriptions to community solar gardens. A solar garden is a large solar system that is connected to the electrical grid. The system can provide energy bill credits to individual customers that are subscribed the garden. Community solar gardens allow more people to access renewable energy without the need to install equipment at home. They help renters and others to benefit from clean, low-cost solar energy.
